A Framework for Hiring the Right Team

My dilemma:
I came up with really good business ideas a few times in the past but went almost nowhere financially because I couldn't bring great talents to help commercialize it. I build an MVP and get a few users and that is it! A year later, someone builds the same product, build a team, gets funded and it becomes a successful company.

My question is:
How do you find a great co-founder without prior relationship with them? Especially without having funding initially. Any real stories will be appreciated.
