Cloud infrastructure tool feedback

As I know some people here are using AWS, GCP and Azure cloud, I would like to get feedback on my idea for a cloud infrastructure tool without code like for instance Terraform.

I have begun building the product based on my idea and I am nearing completion, however I have begun to question if other people can see the benefit from my product as well.

So basically the problem I have been facing myself is that when I use Azure, I like to manually manage infrastructure since it means I can develop faster than using Terraform which means I would need to update a config for every single little change.
This presents a problem in my CI/CD strategy because I would like to automate managing infrastructure to be deployed to test and production environment and this would not be possible if I didn't use an infrastructure as code tool.

The solution I have begun building will solve this by copying the existing resources in the development resource group to a test environment resource group, but it will also enable the option to make modifications to the resources for instance selecting a different SKU using variables. However before this copy activity will occur the program will estimate the fixed and usage based cost of both the deployment and eventual testing phase, for example load testing in testing environment and either proceed or fail the operation if the budget is exceeded. Lastly it will also ensure that policies are enforced, for example naming conventions, SKUs and such.
