Have website startup idea. Need someone to build out/code website from scratch.

Hello,

I have a lean business plan in place for a web platform with potential for app buildout. I am in search of someone to build out this plan (as I have no coding experience). Site would be based around grassroots advocacy and political activism. Serious inquiries only.
