How to releaunch an app / appstore best practice question

Hello IH,

Got a question for those experienced in Appstore listings.
I have launched my app in May 2019, both on Appstore and Playstore – I have less than 10 reviews and less than 100 downloads on each. I never really promoted the app, and I’ve put the project aside a short while after first release in May 2018 (personal reasons). From early 2019, I started to work on the app and made some major changes. I am now ready (August 2019) to relaunch the app with some marketing support, and intensely concentrate during the upcoming months on distribution and growth.

Question :
In regards to Appstore, what do you think it will be a better option : 1/ to create a new listing for the new app (and take benefits from a fresh launch from the eyes of Apple and Google) or 2/ just update the app on current listing ?
