It might be useful for students, lurking for a job near the university. Or people, who are looking for temporary job not far from home.
I think it will depend on the supply/demand. In location where there's a lot of supply and not a lot of demands, employees can be pickier. But in markets where the reverse is true, location won't make much of a different.
