You don't need to go online to learn programming. All you need is a PC (Linux or Windows) with some language support and a book. As a matter of fact you can even teach programming without a PC (at least theoretically).

But I'm sure one can learn flow chart, data structure, algorithms, and many more, offline. I learned those things in my education (secondary school and University) all offline.
