Best US Virtual Number & Call Forwarding to Overseas; Best wishes for 2018

What are the best quality and best value virtual number and call forwarding services for setting up a US mobile number in San Francisco or New York and forwarding to an overseas mobile number? Sincerely appreciate your recommendations.
This is for occasional calls with US customers and partners when I'm working from overseas, so not a high volume of monthly calls or minutes. My overseas mobile provider offers service for a US virtual number, but the available US number locations were very limited and couldn't get the locations I needed, and it wasn't worth the added expense.

Google Voice might be a possibility but they used to only allow call forwarding from a US mobile provider to a US number.
Also Skype Unlimited might work if they offer a US virtual number + call forwarding to your overseas number.

Not sure if it's best quality or value or best fit for your usage, but one that I've heard of from a friend that's on the Quora list is https://voip.ms/.
