Anyone have US State procurement experience?

Hi there. I've been working on this project that I believe will save a lot of time for a particular state agency. I was wondering if anyone here has any familiarity, or general advice, when dealing with government sales? Are there third party groups that already have contracts in place and you can license a product to them?
