URL Shorteners, is it profitable?

Is it profitable create an url shortener with ads?
The same as those thay you wait 5 secs before go into the page.
I don't know how they find publishers to announce in it, but i think that it can grant a good amount of money.
My partnerships would include animes and games websites (i can easily generate 30000 visits/day).
I just need to find a way to sell this idea to publishers or some company that want to use user information.
What you guys think?
I feel the hardest part is to find advertisers because there are very limited metrics of engagement you can provide and also there is the issue of trust, coding such a system is trivial.
I think you would need to find the kind of advertisers which are otherwise banned on regular platforms like adsense. eg. all crypto, ico ads were recently banned on google platform
Is that a solution in need of a problem though?
Do you have any properties you could monetise this way, even just as a trial? e.g., rewrite outgoing links to include your interstitial? If you only operated with particular partners, you could limit spam.
In the early days of shorteners, I ran one called Linky that I primarily used with a forum of mine, but it got painful dealing with spammers and I eventually shut it down.
