Looking for alternatives to things like Tweetfull (had a confusing experience with onboarding) and something above what a human-managed Buffer account can do.

Automation? socialbu.com has a feature focused on automation. It's improving with new updates and you can do a lot with it.
TweetDeck?
I combine quuu.com with buffer (to feed buffer with topic filtered content) and also use Elokenz.com to retweets content periodically.
The latter let's you indicate if it's evergreen content or news and how long and how often you want to reshape.
You could try a twitter bot built in python, hosted on Heroku?
