Targeting audience in sublocalities through online/offline marketing strategies. How to?

Hello Hackers,
I am not from the marketing background but have been researching a lot for the last few days. I need to understand how to target audience to a Sub-locality level. I did a campaign a few days back with my product, targeting to the maximum level.

I could only manage to get the data on a city level (online campaigns). My target audience is users from certain areas in the city. Any ideas with online/offline strategies with which i could achieve this. If i can also gather data for insights that would be a preferable way.

Any online strategies in specific which can be used to deliver this specific use case

Your city is Mumbai, India. Try paper pamphlets in newspapers. Many local vendors insert pamphlets for a small fee.

Yes that's a thought we too had, The only problem, Cannot estimate the ROI and further insights on the traction which is generated by the campaign. The work around of this as i thought could be to wait for at-least a week before starting another campaign so that the previous one can be judged. I am looking out for online strategies also which could help me achieve this better

To get a measure on the traction, how about using a dedicated number solely for pamphlets.
Another trick which we did was put up a fictional name, "Ask Ritu on 8xxxxxxxxx".
A dedicated number will work better though.

Yes thats a great idea too. Additionally since its the era of advanced smartphone user we thought of putting in QR codes and SHORT urls. But in all these methods i would only get to know if the user is interested and opts for any of the above method. But given that i feel thats a trade off offline marketing has, Lack of insights. I feel i will definitely use a dedicated no as per your say to get started with

If you're creating a QR Code you can add a parameter to the URL with the target area or campaign name.

A friend of mine does something similar with zip code based mail promos. You can add a unique phone number, custom landing page url or a discount code associated with that promo campaign to help with tracking ROI. That's a problem for any offline to online campaign.
