I'm a big believer in having separate marketing and app sites. For the marketing site, I prefer something that has nice templates + a WYSIWYG style editor. Any time you're spending building and updating HTML/CSS could have probably been spent better improving your app.
Something that has worked well for us is Webflow for our marketing site. It's pretty cheap at $16/mo.
Strikingly is also quite cheap, but much more limited. A more hands on & super cheap approach would be to use GitHub pages + a template.
Only if it had some proven advanced functionality that would increase conversions. Right now I build pricing pages as part of a static landing page. But, if it were smarter, like cookie-ing the user and offering a deal based on how far into the sales funnel they are, that might be worth it.
For example, have they been to my site more than once? Have they looked at the docs? How long did they spend on page reading the copy? All those might indicate more intent to buy and a small discount might push them over the edge.
That's actually a pretty solid idea.

I'm not using a specific platform right now. Depending on the project, I have used different frameworks - GatsbyJS with material design, SemanticUI, etc. So, I'm not starting completely from scratch. They usually include some type of pre-built component for pricing pages.
I haven't been very sophisticated with my marketing yet, so I run everything to my homepage instead of a specific landing page. If I could build these pages faster and smarter, I might do it. Personally, I find the existing landing page builders to be too simplistic for developers. I want more control and the price point to be cheaper.
