Regarding the idea proposed in the article, I don't agree that the big impediment to new developers is that there isn't one website with everything you need. However, I do think a strong, supportive community for new developers, especially those are doing most of their learning online, would be a good thing. FreeCodeCamp seems to fulfil a lot of the same promises, although I've never used it myself, how do you compare to them?

This is all depending on your goal, but I would recommend checking out a library like Bootstrap (http://getbootstrap.com/) or Foundation (https://foundation.zurb.com/). Those can really help bring webpages to life.
