I can't imagine the market is that complicated it needs fitting. You have a plug in service of which there are many. I bet that if you know what the word proxy is you have the tenacity to follow a google app tutorial or docker clone that would get you the service way cheaper and these n00bs can resell to their friends. I'm guessing this is the step where you are at.
Why don't you straight up offer a server for free during Indonesian school/work hours for Indonesian IP addresses. Do schools there even do wifi?
Good question. My analytics say the majority is from there on Android phones. Since posting I've taken a look at a payment gateway that supports that part of the world. It's pretty strict which is fine. I'll include this and see what happens.
