      it's not the payment itself that's blocked, it's what the disruption does to the currency you're paying in. hormuz traffic drops, energy and fertiliser prices spike, that hits importer countries trade balances and usually weakens their currency while exporter currencies get a lift from higher oil. so a payment you're sending in an exposed currency can cost more by the time it settles than what you budgeted for.
