I use a mix of Trello and either Github or Gitlab issues based on the project.

For free, you could use either mantis (easy to install, very few dependencies) or redmine (ruby, a bit of a pain to keep up to date).
Mantis is just a bug tracker whereas redmine is more of a project manager that also happens to do bug tracking.
