You've probably heard of the most popular tool - MailChimp, which has a pretty good free tier for just sending campaigns to up to 2000 contacts. If you want to go beyond email campaigns and add in marketing automation, you could choose something like activecampaign.com where you can send campaigns and automate a ton of things for as low as $9 / month.
Any email marketing platform will probably fit your needs. Most of these platforms have personalization features that would allow for using individual names.
