Need some help with defining pricing options for software development agency

Hey Indie Hackers,

I am pretty new here, love reading what you guys post and would like to ask for some help. I run a software agency https://codekeef.com/ and so far have been focusing on serving cannabis companies. Since it is very hard to market your services in the cannabis industry I want to move from helping only cannabis companies to helping startups/entrepreneurs in other industries.

My current pricing is based on the hourly rate and projects usually last years (nothing under a year), but since I would like to start serving startups, the project dev span might be a week, two, month etc..

Would you suggest me to create different pricing packages (MVP - $5K, Package 2 ($10K), Package 3(contact us) etc.. and show benefits with different packages) or should I stick to the hourly rate?

Also, what do you guys look for when you need someone else to create your software. Skills, price, location etc.. Any suggestion would be appreciated.
