The first thing you should do is have a link to your website with examples of work. They could be case studies or just work unbranded examples, but you need a showcase. Add Github or links to apps you've worked on so people can get an idea of your quality.
Define the type of work you're an expert at. If you're mostly Ruby, don't try to become the all-round expert with every single language/framework/tool. Otherwise, you won't stand out for anything in particular.
Trust is a major factor when trying to do freelance or outsource work. You can build that trust by showing your picture on your website with a brief bio about yourself. And if you have any testimonials from clients, put those on there too.

I think that advice was from PG
