One of the most common complaints I hear about FB ads is “I get traffic but little to no sales”, so here is what I would do.
Given that you have product-market fit (you are selling something people actually want), don’t go straight for the sale with a “buy my stuff” ad.
People need multiple touchpoints before buying something, especially if they are not familiar with your brand.
This means that it will be very difficult to launch a successful conversion campaign on FB without moving your target audience from cold to warm first.
The simplest way to do that is creating a two step mini funnel:
Create a new campaign using a short video (usually 30 sec/1 minute but this really depends on your niche) that shows your products and explains their benefits (FB objective: test both video views and conversion/purchase).
Retarget those who viewed at least 50% (try also different percentages) of your video with an offer (objective: conversion/purchase).
I’ve seen many online entrepreneurs achieving great results using this method.

You can just create custom facebook audience like that. :)
Within Facebook ads manager!
It’s easy, you need to go to “audience”, “create audience”, “custom audience”, “engagement” and then “video”.
You will then have the ability to choose people who have watched at least a certain percentage of your video.

Yeah, could definitely work! I would do a video that explains why your pizza is the best in town and then a second ad retargeting those who viewed a certain percentage with an offer.
Since it's a local business targeting is simple and audience size doesn't matter, just target people who lives in the area!

Facebook has a built in ads reporting tool.
Also, how big of an audience do you need to retarget?
In my opinion 1000 is a good minimum to start with. Less is pretty expensive in most cases. :)
Which means 1000 video views (or "50% video views" )

No! A video view usually costs a lot less! I often get $0.01 per video view!
