I tried Craigslist's gig section but many of the posts there are of poor quality or irrelevant. What are the best sources online (or offline) for find part-time consulting gigs?

These aren't software consulting specific but there are a lot of programming jobs on these sites.

Reddit
Cold emails (probably low ROI)
Of course you have the usual Upwork, etc., but you will be spending an enormous amount of time trying to get the client vs actually working.
You can also email some agencies to see if they have overflow work to pass onto you.
