Just released our donations/tip widget. Doesn't work the way you have listed, but allows creators to drop in a widget on their pages so users can do a quick $0.10 or $0.25 tip for a specific piece of content. 1-2 clicks and done, no need to enter CC information or leave the page.
I like the ideas you listed for letting people tip by social media ID. That will have to go onto the "todo" list.
