Anyone had any good experiences with outsourcing?

Have any of you had success with outsourcing the development and/or design of an app (web or mobile)? Any tips on how to figure out who you need for the job (i.e. how many people/what roles) and on finding the right people for it? I know that there are a lot of cons to it, but if I'm either unable to find a technical cofounder or don't want to have to wait to raise enough money to hire in-house, it sometimes seems like the next best option.

Non-technical college student here, mostly a marketer but have also worked on product teams and am getting better at UI/UX design. I worked with a local agency in the US to develop an app before and that wasn't at all what I had expected and the quality was very sub-par. I feel like working with an agency vs. individuals also increased the cost a lot as well. I realize that I should have been more hands-on, and going forward, I'd like to design a product before working with a developer(s) and/or other designers, but I also want to avoid this sort of outcome in the future. Any advice?

    I'm a developer, and I sometimes wanted to outsource development because I didn't have the time and let me tell you, it's a nightmare. Most of folks out there posing as developers are terrible, I don't know even how non-tech folks get tech stuff built. It's pretty much rolling the dice and getting lucky. It's often easier and faster for me to write the code than go through the pain of telling them what to do. Really sucks because in my day job I manage a development team and love it. But the hardest thing has always been hiring good developers tho. Haven't had to do that in a while, but I almost have to interview 10 to hire 1.

      Where did you get these "developers" from that you had such a bad experience?
