TMetric allows both track time and create invoices. I've been using it for some time and I'm completely satisfied. https://tmetric.com/
If you use Toptracker, you can automatically create an invoice for the tracked time. It's free to use and it connects with Payoneer as well.

I use Toggl for time tracking and PayPal invoices for invoicing. If you don't use PayPal I'd reccomend Bonsai.

If you don't mind me asking, have you ever considered using Toggl billing (why not?) and do you mind PayPal fees when using PayPal invoicing?
I use PayPal because it's the easiest one (and because Stripe is not available in Bosnia).
What is Toggl billing?
Toggl has some feature in premium tier for billable rates, but have never used it myself so not sure what exactly is it about, my impression was that you can then make invoices directly in Toggl, but perhaps I'm wrong
Hey there, thought i'd post here as theres no dedicated group for Agency Owners! For invoicing I use a platform called fruitbowl.io - Something i've been developing over the past few months. I like using it as it allows me to combine contracts and the invoice in one so when I sign a new client, its super quick to onboard them.

I'm looking for something that would automatically create invoices from time tracking data, but it doesn't has to have payment of invoices - this usually involves additional fees (in your case Stripe fees) that I would like to avoid as I'm already using fee-less service for payments.

if you are on a Mac I'm creating Evolve Time Tracking which is able to export invoices based on the time you tracked and specifically is build for freelancers.
