How to do Sales/ leads for Agency?

by Profession, I'm a programmer doing a job in a company mostly doing FE(react.js). I'm thinking to build an Agency Focus company. where Can do Project/Products. but I have no idea how I can generate leads or sales
how can I get clients ?
