how to monetise a free-to-use service? and when to do this?

if i had a service that has users on it and is free to use, what are different ways to monetise the service without charging people to use it?

is the only way to do this through ads?

also, when is a good time to turn a free to use service into something that can be monetised? only when i have x users?
