I'd say it can be very useful but it depends on what you intend to use it for. Are you trying to (potentially) get a full-time job? Or freelance work? Or meet investors? Something else?
I would say yes. It's the most popular platform for displaying your online resume/chonological work history, it does not take much time to set up. A personal portfolio is great for highlighting projects and showcasing your work. The two work great together to make you stand out.

Yes, for sure! LinkedIn is the largest network platform for professional purposes and recruiters are there always looking for people to fill their roles. Also, a lot of vacancies are there, you just have to apply. Specially for people in IT and Marketing, it is a great platform. I receive at least three recruiters per week sending me DM to present full-time jobs and asking if I am interest to schedule a first job interview.
