This feels like the start of a great idea! Local citizens groups need better ways to connect about the kinds of public infrastructure you're describing and to better coordinate collective action. My personal item for that list is actually water fountain infrastructure which has been disappearing rapidly from where I live because although people like it it's just too hard to stand up for.
Is there a way you could start with just one issue and get a group mobilized behind it with the app? Might be a powerful way to vet/validate with an already impassioned group of users. Then you can lean into whatever behavioral iterations they suggest.
