Looking for a full-stack developer to partner up with

I've created the mockups in balsamiq for a professional forum different from what the market has to offer.

What will make our platform more special? The fact that the people who will be answering the questions will be specialized and verified. In addition to that, the specialists will be motivated to provide prompt and effective answers.

The platform will have 2 interfaces for its clients (those who post a request and those who respond to it). Both interfaces will have a web version and a mobile one. For this project I need a partner to write the code for the entire platform.
