Onboarding with popovers

I'm going to introduce popovers for new features (just some one-time tooltip text next to a button here and there). What is the easiest way of doing it? I'm a dev so plugging in a React component is not a problem, but maybe there's an easier way of doing it?

Just checked AppCues, they charge from $250/mo.

P.S. If there's no such service, perhaps it could be an idea for a micro-startup, what you think?

    I'm looking into this too, was looking at https://www.npmjs.com/package/react-joyride It is not 250.00 a month so it's got that going for it. It is MIT licensed and relatively simple.
