Quick question: Do people launch landing pages on Product Hunt even though they haven't built any product?

I've heard people mention doing this, but is it aligned with the spirit of product hunt?

You should have at least a functional MVP if you want to gather some interest from Product Hunt.
If your product isn't ready yet, you can consider PH Ship (https://www.producthunt.com/ship).

They usually fail and a huge waste of time.

Save PH until you have some level of traction and product user fit at least.

Because you will get 3 upvotes and not be able to post for 6-12 months.

Instead of posting and getting 100s of upvotes and 1000s of pageviews (plus SEO benefits)

They ban the URL so you cant post it.

Your first comment made it seem like its 6-12 months before you (the user) could post any product. Ty for clarifying

Yeah reading back could have worded it differently.

The same product can only be posted every 6-12 months.
