For common SaaS the user doesn't get a say anyway, and most changes aren't ground breaking, so it's not frequently done.
Done right, changes should be used as marketing material, the higher level stuff..
Unless it's a specific niche or type of communication, like if you are "developing in public" have readers that are explicitly following the changes.
In apps it's common to have update notes and in games..
I haven't seen a lot of SaaS businesses do this (except when it's a major version upgrade and people can really notice something is different).
Does the user have an option not to upgrade or defer?...
Are your users detail oriented like programmers?
