Website which requires crowd-sourced data?

I'm trying to validate my website which requires a community or crowd-sourced data around it. Are there different steps to tackling a community-based idea? I guess I'm unsure on how to get the first few users to actually participate and provide data for this. Perhaps, does successful crowd-sourced website/apps require an audience first?
