I am working on a curated directory for investment tools, apps, software so individual consumers can use this to decide with what tool they want to invest.
But I have the problem in what format/medium I should do this? Newsletter? Community? Just landing page? Both? Highly appreciate any advice!

This is my personal opinion, but I believe that a directory doesn't provide much value. If your target audience is looking for tools, they are probably not experienced investors, thus they need more general guidance.
Summarising the above, I would say that a newsletter sounds like a good format, but it should go beyond reviewing tools. It should provide value for free to build your audience before you offer them paid products.

And indeed, it was indeed my plan to first create a newsletter to build an audience that is engaged. Any other ways to do that? And what is the best tool for this in your opinion? Substack? Or Mailchimp?
Hi, I'd say use whichever tool you are familiar with, at this stage, it doesn't really matter.
If you have the capacity to do that, one-on-one calls could be a good idea in my opinion. It's not scalable, but this way you would be able to get feedback fast and provide unique service. Possibly, start charging for this down the line.
