What's the use case of a scraped data, huh.

It's for spam! Yeah, you can spam or you can play with it like me. While I'm trying to shape the 3rd release of Connect, I wanted to optimize the list by removing inactive users, I've sorted it by status count changes and this happened.

mr_chenliang deletes his tweets every year. Hmm why? after a quick google search I saw people deleting their old tweets due to privacy concerns. Makes sense, but why would you care.

I don't know, I didn't take it further to look all these accounts history to see a similar pattern if they are keep deleting their older tweets, if they would pay for an automated service. It's on you to research if you are still looking for your next project.

I did a quick google search that provides this service, there are some services out there even there is an open source alternative. However all stuck at some point, Twiter API only allows to fetch latest 3200 tweets. Well, this is the problem you need to solve. All the other services I check doesn't provide option for more. I know it's possible to grab more than 3200. So do your own research and start on your next project.
