Response Time Monitoring

This was a major new feature that was long overdue...

Rather than just seeing whether a website is down or up we also started logging response time (i.e. the time taken for the site to complete a response).

This can help diagnose problems if the server is running slowly but is technically still up. Stats are logged and can be viewed as pretty graphs:
