Started development

The first commit is a fact. I started exploring the AWS API's and how the different cloudwatch metrics can be accessed. Mostly research and scaffolding for the eventual api. I was able to prove this was going to be possible.
I also started reaching out to some friends on how they use Cloudwatch Dashboards professionally.
