Changing how I charge my product

I'm building a simple webpage builder where users can create beautiful about pages for themselves, their brands, business, club, or even pets.

Previously, I implemented a free plan where I would allow users to create and publish their pages for free. Apparently, out of 100 people who created a profile and published it, only 1 converted to a paid plan. The rest stayed on the free plan for months and never seemed to have any interest in converting.

So what I'm doing right now is to still allow users to create profiles for free but they would need to subscribe to a plan in order to publish their pages. I don't know if this is going to be a setback for the business but if users continue to use the product for free, I don't think I would be able to sustain the business for long.
