Release 11.5.1 Improves PostgreSQL, AWS Support

Also fixes a delay issue with Valentina Server. This update is recommended if you are working with PostgreSQL, especially on AWS RDS instances.

[Fix][PostgreSQL] Fixes for Timestamp With Timezone and Time With Timezone columns: Always show offset for UTC timezone (it is set by default for AWS RDS instances). Fixed editing values using inline and advanced calendar widget (mostly UTC timezone was affected). Fixed showing values for timezones with a negative offset.
