How to replicate a disposed Google project?

Google recently cancelled their goo.gl project that basically shortens links. I used to like that platform, although it was taken down for a good reason- since dynamic links are more important as the web grows.

There are a myriad of other similar companies I just wonder if it's feasible to work on this as a side (commercial) project . Anyone interested, don't hesitate to offer your advice or help.
