How would you try to get your first edtech customer?

I've been emailing IT directors of school districts for my EdTech product MyVindex with little luck. I payed a cold calling company to go out and they were having problems reaching people after 250 calls. Does anyone have any recommendations on getting my first customers for MyVindex?
