An indie developer's kryptonite - Android's 20 testers hurdle

Imagine my shock when I went to publish my first ever app on the Google Play store and I walked straight into a brick wall:
Google now requires indie developers to have 20 people test their application for 2 weeks before it can be published.
I was happy living in my illusion of "build it and they will come", with a plan to let App Store Optimization (ASO) bring users in.
I could pay a freelancer ~$20 to do this, but I've taken this as a challenge. I need to get over my fear of talking to customers. I have a plan to reach out to several channels for test users:
- Friends & Family
- Colleagues
- Language learning subreddits
- Language learning facebook groups
- Former university group project members
- Instagram followers
