2 Friends looking for a partner dev :)

I do technical consulting for a living (build systems too) and in my spare time do the same for startups (pro bono)
luck is good, but you will need a lot of it, especially in the situation described above.

1. not the end of the world but having 3 top-level people (2 now and they are looking for 3th) is a bad idea especially if they do not contribute equally, best split usually is 50/50 (tech/non tech) and they already have 33/33/33 at best
2. if no code is no option then they are looking for a good dev, probably even a great one, this kind of people usually do not do a small % for a lot of work as they are well paid and understand the value of their work and the investment they do by working with a startup
3. they are 2 non tech people (looks like it) and the chances are they will end up starting with someone that will take advantage of that and make a mess of things for a few months or in the best case work like crazy and do their best, but make a similar mess of things in the same amount of time.
4. more complex products require a lot of time to develop, without money and unequal relationships (that triangle they are making with the tech cofounder) will put a lot of stress on the relationship and things can easily go very bad very fast
5. These are the "usual" things off the top of my head, I can continue for an hour with the list of bad things that may go wrong in the particular situation that one needs to be prepared for, but have better things to do than remaining people why 99% of startups fail :) and I do not have all the information, plus they are not asking for help anyway.

so, not sure how often you can get luck on the level required here
