Not free but I would go with carrd.co, it's $24 per year.

I tend to do it manually. My workflow is nicely setup:
1 - create a repo on github
2 - make your page with MailChimp form
3 - push to Netlify
It's almost certainly slower than the other methods here, but since I use Netlify for my static sites / SPAs anyhow the effort isn't wasted for me.

I always use formspree.io for receiving information from customer.
Easiest way is a simple HTML/PHP page with Mailchimp API and is ready in 3-5 minutes.
Download a free coming soon theme from Wired Dots, change the texts and logo, and upload it at your server. Done!

Basic html page with a formspree form on it is the simplest thing I can think of.
For very simple means of collecting emails you can check out MailChimp, launchrock.com, and Mailmunch (you can use all three for free).
I've used each of them and they work fine. Although they're very simple tools, so keep that in mind :p
You can use WordPress and collect email addresses with embed MailChimp form.

I have just installed a WordPress plugin called something like 'Colorlib Coming Soon..' which generates a page like this. You can upload your logo/background and set a timer if you need. All for free.
You can also collect email submissions from this into MailChimp if that's what you are using.

WordPress theme. There are some free and decent coming soon pages with signup forms. Most of the signup forms are easily integrated with MailChimp which is also free for up to 2000 contacts. Then, within MailChimp, you can set up marketing automation sequence to nurture your signups.
Free/cheap, should take you no longer than 2-4 hours with the email sequence.
