I am thinking about creating a webapp for small web development tasks such as:
- Logo positioning on the home page
- Upgrade to bootstrap 4
- Mobile optimize a site
- Optimize page load
- Cleanup CSS (get rid of !important, follow best practices etc).
and so on. Any task that can be explained in 140 words or less. It will probably take a few hours of work to complete the task. People can post the tasks and developers can bid on it. The bids will be viewable to anyone.
Is this something that you would use to make some extra cash or just for the fun of working on something you enjoy? Please provide your feedback.
No. My day gig pays me a salary that breaks down into a most healthy hourly wage. Bids are typically won by those willing to put in the work at a not-so-healthy hourly wage. (At least not-so-healthy in the context of the US.)

Well, the bidding wars are the worst. The tasks listed here are "simple" so they won't take much time and they won't cost mush. Thus, it makes the war worse.
I am targeting people who want to gain experience. Someone coming out of bootcamps. It will be a stepping stone to something bigger for them.
Depending on site complexity, the example tasks you've listed could take way more than a few hours.
For example, I have a SaaS app that uses Bootstrap 3. Moving to Bootstrap 4 would mean a complete and careful overhaul of each page, could easily take weeks.
