Speaking from my own experience, if you have a little bit of budget, hire two or more developers from different sites (upwork, freelancer, fiverr) and give them the same scope of work. Evaluate their work after they have completed their first milestone and select the ONE you felt who is more competent and reliable to continue the work till completion ( and cancel the rest). In this way, you will reduce the risk of finding out the work not meeting expectation at the end of the project.

I am guessing you are outsourcing it to India because it's cheaper? Well cheap can get very expensive if you don't find the right person. I don't think anyone can do a good job if they sell cheap, even if they wish to.
We do agency work for clients in US and Australia(we are also from India) . When I started I used to sell cheap because of the competition, I realized that my company cannot survive by selling cheap, either my company will suffer or clients will suffer because of the quality of work, so for the benefit of both I stopped selling cheap, and made sure we take in clients who are willing to pay for the value they get, and we made sure that they get it.
I have been hiring software developers overseas for a decade. Questions: what is the scope of the project? (Are they building a corporate asset.) Why India? Can you evaluate the quality of the code yourself? Do you have a design in place?
No, can't evaluate the quality of code myself. Good question. Have a scope in place. Pretty straight forward API integration with user form fills. Building for my own first launched solo-startup project
For small projects, I have done the "hire two, cancel one" approach and it works well. For larger ones, hire a local developer to oversee the project; say you pay $100/hr for that person and $25/hr for your overseas resource. If you spend 1hr/week to oversee 10hrs of work, your blended rate is now $32/hr...still cheap, but way more certain in your results. Just the knowledge that someone technical is looking over the work improves code quality. But you want that developer to be local, so that you are assured of high-fidelity communications.
It does not sound like there's a design element that the developer must execute upon (a form fill could be done in Typeform), but if there are any design decisions on the part of your developer, hire a designer first for the sole purpose of handing specific instructions to the developer. Doing otherwise is like hiring a bricklayer without an architect to tell them where the walls go.
In general I avoid Asia because high-fidelity communications are so critical...I stick to the Americas because people are culturally closer and you are up at the same time.
Since this is a startup project, it is a corporate asset that you will leverage over time and deserves the above attention. Good luck as you pursue it.

Then you can hire a freelancer to fulfill your requirement, and you can trust Indian freelancers, before working with them learn about them, checkout there portfolio, live work, LinkedIn profile, StackOverflow profile, GitHub profile - verify their portfolio. Pay them good and they'll surely serve you the good.
