Say you have some low-to-medium competition keywords and new very tailored domains and offerings replicated across a couple of languages.

Are there any basic packaged link building / promotion offerings money can buy (Fiverr) and people would recommend that get you a jump start?

Also wondering if anyone has seen any case studies that the traffic a backlink site receives may be more impactful than their page/domain authority? (I saw AHREFs adding the metric)

For my german Budgetfuchs I worked on a low-to-medium competition two-word keyword over the last two months and right now I get about 25 visitors from Google for it (and longer combinations that include "2019") per day. I'm happy with that and about what I can possibly achieve.
I did look at a few fivver offers last week to put guest blog posts but to be honest, I didn't want to risk it. Maybe for another side-project.
What I found much easier was to write useful replies on blogs, forums (those dry up quickly but the link sticks) and one backlink I got was with an email to a blogger who had a bunch of links in a blogpost for similar keyword combinations but not for mine. It worked :)
A link from Wikipedia was pure luck. We have no idea how much weight Google gives it but comparing the public wikipedia pageviews numbers to the referrers I see, a CTR of 8% (with a 60% conversion rate for my free download) isn't shabby at all.
All those backlinks helped me (within two months!) not just with that two-word combo but also show some progress (aka page 8) for the main single keyword. I have a second two-word combo that I can work on, this time I'll do a youtube video and it goes more DIY so the audience will be different, despite the same main keyword.
My advice to you, spend time on this, search hard and make sure whatever you do is useful to a) the webmaster on the other end and b) their readers.
Your work will definitely pay off for a low/medium competition keyword.

How did you secure the Wikipedia link?
pure luck, there was a link before for exactly what I had and that link has gone 404 including its domain. I couldn't have been any luckier.
Maybe monitoring interesting Wikipedia articles for weblinks going 404 is something to go long on. You'd have a few days or week to write new content to replace that bad link.
