- . Permits video recording;
- . Provides recorded material in .mp4 format;
- . Can be licensed for $250/year or less;
- . Works on all devices and Operating Systems;
Daily.co is also a decent option. Should fit your criteria.
I believe Zoom allows this. The CEO of a company preferred it once for an overseas conference meeting. But like @KarimMorta, I don't know if Zoom offers all the features you're looking for.
