I'm looking to integrate a referral tool into my app, and there looks to be 5 which work with Stripe listed here - https://stripe.com/works-with/category/referral-marketing

None of them are cheap, so I'm hoping to make the right decision first time. For my site at the moment traffic is low, there won't be hundreds of affiliates, and I simple want to be able to give affiliates/blog owners a personalized link to my site, and chip them in on 60 - 80% of the annual price as commission.
Has anyone been there/done that, and can comment on what tool they used?

We've been building Insert Affiliate (https://insertaffiliate.com/) specifically for mobile apps, since most affiliate tools still assume every purchase happens on the web.
If your product sells through iOS or Android in-app purchases, we handle the whole flow: attribution, purchase verification, recurring commissions, payouts, self-signup, VAT invoices, Stripe Connect, and even an affiliate marketplace - as you sell through Stripe we also handle this on the web-to-app and web sided flows, without needing to build your own system.
We've spent a lot of time working around the quirks of App Store and Google Play subscriptions, and it's been interesting seeing how different it is from traditional SaaS affiliate programs.
I built my own, it was pretty easy. You have an Affiliate model with a has many referrals. Store the cookie for 30 days, check the cookie on signup, and what I do is award a negative line item on Stripe so that it take $ off their next subscription payment.
Do you auto generate a notification email to the affiliate when someone signs up through their link?
We do, and I also built a dashboard that shows clicks, visits, etc.
Since you are using Stripe I can recommend Rewardful.
Using it for two of my products. You can start out with a % instead of a fixed price per month.

Founder of FirstPromoter here. You can easily build your own solution for a very very basic program and later you can find a tool when you scale things up.
Usually I don't recommend very early stage startups to get into affiliate marketing, especially if you haven't found product-market fit. Your main focus should be to improve your product, your copy, your funnel, find your USP, etc...otherwise you'll spend time recruiting affiliates and once they see your product doesn't convert as they expect, will give up or switch to competitors.
There are exceptions of course, for ex. when you have/know some influencers or have some partners from the beginning, but spending a lot of time on the affiliate program when you haven't figured out who your best customers are, it can led to a lot of wasted time. Been there, done that and see it over and over again...
Talking about tools, there are a few out there, some cheaper and others a bit more expensive(but more feature rich, not a side-project that may shut-down when you're not expecting, etc). For ex. we're just a bit more expensive on lower plans, but we're continuously adding features, have a growing team(we're actually hiring), we're also going to have a marketplace in the next months that will help you find affiliates much easier.
