Hi, in my opinion, for the products in the HR niche, it is necessary to establish thought leadership. Along with yourself, you can get other C-level people to start contributing to HR and HR tech publications.
Have a blog and put in place an inbound marketing strategy to increase rankings.
LinkedIn, Medium etc. are potent places to spread the buzz about your product.

Hi, most of my writing gigs came from references and LinkedIn messages. Haven't had to actively look for projects.

Inform everyone within your network that you're taking freelance gigs and take it from there. Simultaneously, start building a network on LinkedIn.

Social media in my experience has been very dicey. If you're putting genuine content, you'll get good engagement. The trick is to post content that is favored by the platform. For example, you should post videos natively this year to amplify your reach.
Most of my experience has been organic, though I'm hands-on with paid channels as well.
Inbound marketing is the best way to go to build lists for email marketing. Apart from that, organizing events, seminars, webinars, tying up with local relevant business associations etc. are a good way to source in email lists in the beginning.
